It was mostly because of Molly being overprotective of Bill of course. As for Ginny, it's more of Fleur being the "ideal" woman so a lot of men fancies her. So there's the whole jealousy angle with her. Molly & Ginny have the same personality so it's understandable why they wouldn't like Fleur.
