That kinda seems to be the case since part 2 ended with that. They wanted fans to talk about it but I'm more confused than shocked with that reveal.

Considering JKR said that the Nagini thing wasn't the surprising thing, I was excited to find out more when I watched the movie but sadly I just can't fathom Credence being a Dumbledore (for now).
