Ah sorry not Death Eaters but Dementors. Thankfully other muggles (except Dudley) didn't see them. Dudley was scarred for life because of that.

The other friends of Dudley didn't see the Dementor, just Dudley. He was already aware of the wizarding world but denies it and has the same view as his parents.

Also what if muggles saw that Dementor? I forgot what happened during that part but I think the Ministry was concerned that time too because Voldemort sent those Dementors for Harry.

Yes plus they can also erase traces of magic so even if a wizard makes a mistake by exposing magic, they can always use means for muggles to forget it. Like what we saw in FBAWTFT part 1.

Of course that doesn't mean they can always rectify everything. I guess the Ministry doesn't want the hassle and as much as possible, magic shouldn't be exposed in the muggle world.

Imagine if all wizards used magic in the muggle world. The Ministry would have a headache trying to reverse everything so the muggles will forget. So a ban should be imposed otherwise they can get repercussions.
