Those laws do not seem fair to presume fatherhood even when a child is not theirs. However the guy is the only father Tommy knows even if Tommy isn't his. But now the truth is out there Tommy should not be his responsibility unless he wants him to be.

it is probably easier to have that law in place, as paternity can be complicated & it is best for the child to have a stable home & consistent parents
