Yes he was brought in to be a foil for the Luke and Lorelai relationship, not intended to be a love interest for Rory. Which makes the fact he did become a love interest for Rory more special because it was Milo and his chemistry with Alexis that shifted it to that direction.

Yes his job was to cause LL conflict, but their first scenes together in his first episode sure felt like they were building a foundation for them. And then all of the foreshadowing with the ‘I don’t even know you’ and the ‘nice disappearing act you pulled’, makes me think they had their entire arc planned out from his first appearance.

Perhaps it was when they thought up his character it was to cause conflict for LL, but then once Milo was cast they added in building a foundation for a RJ relationship.

yeah even then I don’t think he was actually brought in as a foil either unlike April more just bringing in an interesting familial dynamic for Luke
