Her, I'm quite sure she identifies as a woman, at least as far as I know. I think the him was only in some dubs bc they wanted to portray her as a man to not have a lesbian relationship on the show. The Russian dub did that for example, also the german dub in the first season haruka appeared in.

Yes it was in the 90s and in many countries that was very controversial. I think the US they were also presented as cousins or friends.

hmm i didn't pay attention on which pronoun was used when referring to Haruka in the 90s series. yeah they were cousins on the Dic english dub version.

I notice on Cyrstal that Haruka is referred as "he" in everyday life. Only a "she" when transformed to Sailor Uranus.

Yes true, but was that bc she used those pronouns in every day life or bc the other characters simply referred to her as he bc she was rather masculine in the way she dresses. I read somewhere that in japanese pronouns are used less strictly than in other languages like referring to masculine girls as he. But I'm not sure.
