He's the co-founder of their company and one of their engineers/programmers. The official bio calls him "the [Steve Wozniak] to [Tina's Steve Jobs]".

Pretty sure it was the gala episode where Alex and Nico snuck into Tina's office to try to hack Wizard's servers and Victor outed Robert and Janet's affair.
