No, it's not a written rule, but I think it's an important thing. GG board was probably opened because I voted for that both times, just I guess the second time we got more than 10 votes

It’s crazy it needs more than 10 votes. There doesn’t need to be so many people to keep a board busy

That's true plenty of boards have less than that. Still we won't want new boards closing because there is no interest, or no one steps up as a mod, which has happened many times.
