I think she passed out, miraculously recovered out of nowhere, then woke up. And the people on the rafts seen her pass out, but they didn't see her get back up. So they think she's dead.

Plus, if Alicia really did die, I don't think she would go back to the Tower to help the people who heard the message. The fact that she did is proof she is alive and has business to attend to.
