Because they didn't put any thought into how Philip came back, just like they don't put any thought into 95% of their other stories.

It's possible the explanation was edited out of the show, though? Lots of moments are lost due to editing for time.

(edit: I actually looked it up and there originally was going to be a flashback to explain it in season 3, but it clearly got dropped at some point. There may have been a mention of it in a script of season 3 I suppose, but if there was and it was cut we may never know. They do like to leave dropped story threads in case they get around to doing them at some point.)

Makes sense that it was cut. Philip and Aurora are, essentially, wallpaper, so the writers rather dedicate time to Charmings/Regina/Gold/Hook.

They messed up the story of how Aurora fell under the sleeping curse. Originally it sounded like she willingly sacrificed herself cause she made a comment about telling Philip not to come after her. Then we see in a flashback that Maleficent waltzed into Aurora's bedroom and forced her to prick her finger. The writers have made a lot of mistakes. They forget previously told details when the current episode requires it.
