Yes, I agree. I like Cecile, but is this really necessary? I'd rather have JPK promoted.

The fact is I don't think JPK is staying after this season. Nora should go back to her time eventually. It wouldn't make much sense to promote her to series regular if she's leaving after s5.

The reason for promoting isn't to keep anyone around long term, it's to make sure they're available when needed this season, so it makes sense to promote her even if it is just for one season - it means she can't go off and do anything else that could leave her unavailable. Pretty Little Liars did the same thing with Sasha Pieterse, she wasn't in it much in the earlier seasons but was a regular so they could guarantee she'd be there when needed.
