That's what Cooper said. But if he and Red were working together, he might have known who to pick.
And, don't get me wrong. I don't think Cooper is any kind of criminal. I just think he may have known Red was going to turn himself in. __________________

Yeah probably. But I don't they they were working together. I genuinely think that Cooper did not know that Red was going to surrender to the FBI.

Wasn't he a freedom fighter in South Sudan?
 Do you think that he would be a wanted criminal in the US therefore? Nothing else was mentioned about him I think. Which means he might not be considered a criminal  It's the same for me. I don't believe that Cooper was in that plan of Reds regarding the surrender. __________________

 I would have to check out that scene again where Cooper has his file in his hand and pause the episode on that point so I can see if he has a record. __________________
