No, but their outfits are VERY similar, and I think there's an idea Hook's Jefferson father, which would explain why they're wearing nearly identical outfits.

Though they do like to put the men in leather trousers in OUAT. Then give them large coats. *pouting*

I just fell in love with Jefferson in The Doctor episode and that picture is one of the reasons.
