Well it is a part of what makes him so sympathetic on the show though. He sort of feels entitled to Dany's affection in the books, on the show he is actually working to gain it. He wouldn't have had to work for it, if they had gone ahead with the kiss.

Also Dany is a bit more experimenting with her sexuality in the books, than she is on the show. So they might have left the kiss out and some of Dany's other experimentation to make Dany's relationships with the people around her more "sympathetic" i guess would be the word.
