I think it depends on the parents. My state's law wouldn't allow him to date her if he was 22 or older.

 At least we know they ended the show together. Also, considering that there's no way to get back to the future, it's quite possible they got married and had kids together, etc.__________________

I know I kind of think they in the long run spent their life together. But would hve been nice to get a scene when Mark propose to Maddy, when they tell Jim they are geeting married. Maybe Maddy telling Mark she is pregnant
