I do think Belle would've gone back to him eventually and they would've lived together in the Dark Castle, but I don't think Rumple would ever give up on his search for Bae, as Bae meant the world to him. I don't know if Rumple would've used the curse, but I think it would've been casted anyway because it was prophesied to happen and Regina was already the evil queen. And who knows, maybe she would've kidnapped Belle at some point anyway.. She did know Rumple had feelings for her.
