"Security camera at the rest area?" "There isn't even a rest area" quote is when Lavon was commenting on the big speech that George gave her Gainy after figuring out that he was the one who spray painted the highway sign.

And this one is from right after Frank came in carrying the spray painted highway sign. The another opportunity quote is because Lavon was saying that buying a ping pong table was an opportunity. So he said the highway sign thing was another opportunity.
