I think the difference between Undercovers and Mercy is that Mercy was way too much of a cliche and frankly, there's enough doctor shows on TV that people just saw it as another stupid copy and didn't pay much attention. Undercovers may just be Mr/Mrs Smith meets Alias and all that, but it's still under the thumbs of JJ Abrams, and if anything NBC would not easily just toss the show after all the hype, and not to mention it's JJ Abrams' show, so they would trend lightly.
If anything, the network will probably let the show run for the season and hope that it picks up more ratings.
But frankly, it's really NBC's own fault that their shows fail miserably. This network is floundering for the very reason because they simply don't know what kind of show that fits into their network. NBC is trying way too hard to copy every other genre and popular shows out there and it's not doing them any favors. And also, NBC tosses pilots off way too quickly, and they barely hold onto any show for that long. I mean, Chuck, one of the networks' best shows, would have been cancelled years ago if the fans hadn't fought back.
Personally, I think the issue is with the network, not the shows. If this network can't even figure out what the heck it wants, then how do they expect shows to run correctly with the right audience.
It's hard to believe that NBC is the parent company of USA, which is thriving and flourishing with style. NBC could take a few lessons from the USA network when it comes to sticking to their shows and how to make entertaining TV. There hasn't been a show on USA in the last few years that hasn't been a success.
