I think it might just be because his legs are wet, the blonde hair is just darker.

Those pictures that shall not be mentioned that leaked last year of him basically nude, the hair on his legs was super light.

It's an outtake from one of his shoots with Jeff Lipsky, the photographer he shadowed for The Bang Bang Club. He's done quite a few shoots with him. I think this was for either Women's Health or Cosmo.

I think the photo posted above was taken from an edit I did not that long ago, I tried to remove the tags because a lot of them were tagged and you can kind of see a bit of the tag still by his ear.
