I think the writers were scared of how good their chemistry was. They weren't together for very long in season 6, even though their characters just naturally fit together. I suspect it's because they had always envisioned him getting back together with Donna, and so they were worried that people wouldn't want that to happen if they kept him with Valerie for too long.

David and Donna were great in the high school years, but I think trapping them in that relationship (with a will they/won't they thing) really hurt their characterization in the College seasons.
David clearly evolved more in season 6 when he was with Valerie, and yet they still have him pining for Donna by the end of the season without any build-up to it. I do suspect that his real-life break-up with Tiffani might have had some impact on the decision to drop David/Val  __________________

It didn't make sense, because David didn't act the least bit bothered when Donna dated Joe. He had moved on and fallen in love with Val.
Also, David/Donna lost all credibility as endgame when he told Val "I want to be with you more than anyone else in the world." You can't have an epic quote like that and then just act like it was never said.  __________________
