set up an avatar?

You need 101 posts in order to add a custom avatar. We have many boards here so it shouldn't take you too long :) Once you reach that post count you'll be able to see where to add one in your user CP in the edit avatar section.

I want to post wallpapers about tom welling i made on my own that's on my computer. How do i do it?

You need to find a place to host them like TinyPic for example and then put them in image tags on the thread you want to post them at.
