I don't think that there's a welcome PM, but I thought there was an email.
The Info Center is deliberately listed at the top of the forum list now, it's mentioned in the Rules/Guideline Announcement and it's one of the Tabs at the top of every page at the site. I think most people are just anxious to visit the boards for the subjects that catch their interest. __________________
