Phoebe's Premonitions

Why do the writers of CHARMED have such a low regard for Phoebe's power of premonitions? And why do many of the show's fan harbor a similiar attitude? I've noticed that other novels, movies and TV shows like "The Dead Zone", "Minority Report", "Payback" and a Western I had recently seen, seem to portray premonition or precognition ability as both powerful and dangerous. It seems that in the case of CHARMED, premonitions can be helpful, but not powerful or dangerous. Even Leo, in "Pardon My Past", seemed to view Phoebe's ability as the lesser, in compare to Prue or Piper's abilities. Apparently the prevailing view is unless an ability can physically harm someone, it's not considered dangerous or powerful. Seems a bit narrow-minded to harbor such a view.
