She doesn't get to just decide this girl should live with her, there is a process, and one they pretty much said she didn't go through when she got a call about a baby and she told them she had a teen - if she had gone through the process they would have known.

Then she just decided she had the authority to decide that Sam could go back to live with her biological mum, which she doesn't. There is a reason Sam wasn't with her, the only way she could legally go back is if her mother goes to court to regain custody, proves herself a fit parent and is awarded it.
