Anything and everything Arrow! —Morgan
Echoing that which show boss Beth Schwartz told TVLine about the series’ penultimate finale (airing May 13), Juliana Harvkavy said, “We were crying the entire shoot. Not just because it’s sad, but because we know that the end is coming up and this is our last full-season finale…. It was just kind of surreal. It’s a really incredible script — everybody really put their all into it — and there is so much action. It’s very exciting, and really emotional.”

“Katie does not leave the show; she comes back this season,” showrunner Beth Schwartz assured TVLine earlier this month at the Writers Guild Foundation’s WGFestival 2019. “It appears like [she leaves], but it’s not true. She’s still [part of the show].”
So if Laurel is Black Canary in the future, then those leaked pics from the finale must be of her. And Katie already said she’d be back for season 8.

Finally the Arrow writers did something right.

How many Canaries are there now in the flash forwards?

She’s the one that said she’s back for s8 or the writers?

The quotes below about her staying are from Beth Schwartz, the showrunner.

From this article:
Arrow Recap: Birds of a Feather — Plus, Has [Spoiler] Left the Show?

I know Katie/Laurel fans, for the most part, would be immensely happy for the show to give BC her dues. Wouldn't that be something for the fans - closing out Arrow with KC front and center.

I really thought her and EBR were leaving this season but it's only because I saw someone post about how they were finally free from the CW.

Honestly, I think Mia and William should time travel back to the present and join Oliver for season 8. With Felicity gone they’re gonna need a new Overwatch. Future William seems like the best choice. And maybe her fans won’t be entirely upset by her absence if the writers have Oliver working with their daughter.

It could also help to motivate him to find some loophole to get out of sacrificing himself in the crisis, knowing how bad the future is gonna be without him.

As for season 8, especifically, Katie said she would be in season 8 in a convention (I really don't know where, but I think it was in Dubai??). We already know she was filming for 21st episode and the finale.

The flashfoward pretty much implied she stayed in Earth-1, or, if she even left, she came back.

Then again, who knows? Just because Katie is the last episodes and in season 8, it doesn't mean she will be playing this version of Laurel Lance. She might be yet another Black Canary from another Earth.

Well, people assumed Katie was leaving because she got a centric and (probably) someone spoiled her coming back to Earth-2. But as soon as I heard about Emily leaving, I knew the show runner would want her to stay. A show can't handle losing two important female characters (a lead and a former lead) at the same time. And even though we had no idea Emily was leaving, I'm pretty sure the show runner has known it if not since the begining of the season, at the very least since 2-3 months ago. There have probably been negotiations concerning contracts even before the show was officially renewed for shortened season. Usually show runners have to know who would be around for a new season before negotiating with the TV network.

I wouldn't be at all surprised if they wrote this episode thinking about ending Laurel journey if the show were not renewed for another season. Then, this might have been her final episode, but when they got the news the show was coming back, they had her come back for the last two episodes as well, so that Felicity and Laurel could have their good bye scenes together.

That's pretty much what i think happened.
Losing both for the final season is too much of a blow, so they made arrangements, even though Laurel was probably always going to have an episode where her "redemption" was cemented.

Interesting. I could see that.

Wonder how she'll fit into s8 then. Will it be E2 Laurel? Another earth?

ARROW
PRE-FINALE: Viewers can count on the larger reason for the flash-forwards to crystalize, and in turn make the world they propose seem less bleak. “A lot of times when I hear snippets about that and other concerns, I want to be like, ‘Keep watching the show,'” showrunner Beth Schwartz told TVLine at WGFestival 2019. “Everything that we’ve constructed is for a reason, and that will become clear the more you watch and as this season comes to an end…. There’s a lot more to see.”

SEASON FINALE (May 13): Cast member Juliana Harkavy told TVLine that the series’ penultimate closer — aka Emily Bett Rickards’ final episode — is “very exciting, and really emotional,” while Schwartz said, “Almost everyone who read it was in tears.” The EP also described the finale as “insane” and “huge” “in terms of action, in terms of characters that might be coming back, and in terms of the ending.” In fact, it is two finales-in-one. The flash-forward characters “have their own finale, which will be pretty large,” all adding up to an episode that is “extremely unique. It definitely propels you into Season 8.”
