I could be wrong but I think Hiram shut it down or at least he tried to shut it down.

To be honest I don't know about anyone else but I'm enjoying Jughead and Tabitha's storyline more than any other storyline.

I mean while other characters are dealing with the same stuff Jughead and Tabitha is dealing with X-Files type stuff.
