That's just a convenient retcon designed to exonerate the clone troopers and complete the process of taking all the menace out Imperial Stromtroopers. Originally there was nothing in the story about a chip or programmming they couldn't resist. The way the Clone Wars show portrayed the clone troopers is one of the primary reasons I lost all respect for it. As if a bunch of clones raised to focus solely on war and never given an ordinary life, then put into a military force, would come off like a relatable bunch of regular nice guys. Load of bull. The writing in that show was so cowardly.
