I've only seen one season, so I don't know if Jennifer ever had a change of heart though. But from what I saw, he wasn't respecting her "no."

It was innocent flirtation, really, but that is enough nowadays to get you reported. Jennifer was always goodhearted about it though. I remember a Christmas episode where she gave him a special kiss under the mistletoe.

I get what you’re saying, that although Jennifer was clearly not interested in Herb, she didn’t allow his flirtations to faze her; meanwhile, part of Herb’s shtick was to be a bit of a sleezeball. And the intent of the show was lighthearted humor. However, whenever my brain takes this situation out of a sitcom context and applies it to rl, not gonna lie, it kinda makes me cringe to see a “not interested” be dismissed like that. But I do understand that if I was to only view it in the context of a comedy show, that situation wasn’t portrayed as something that was harmful to Jennifer since she seemed to take it in stride.

There are different levels of social skills and different types of personalities, so people aren’t always aware of how their comments or behavior could be received. In order to avoid any mix-ups, it might be helpful for anyone, who genuinely feels uncomfortable, to speak up and clearly state to the other person that those comments aren’t welcomed. After that, anyone who truly didn’t mean any harm will probably stop and move on, without being reported (hopefully) since it was a misunderstanding. And at that point, only a creep (male or female) would continue to persist, imo.

Yes, it was very innocent. Herb would never of actually done anything. He was a good guy, really, and Jennifer knew that. Even if Jennifer suddenly started acting romantic toward him, I have a feeling that Herb would be shocked and not know what to do. Like that Christmas kiss I mentioned. She gave him the kiss he wanted and then she walked away leaving him standing there stunned.
