The series isn't available on Netflix and, to my knowledge, never has been.

The Classic series is available through the BBC and ITV's Britbox service (which you can get as an add-on for Amazon Prime Video) while the new series is available through the regular Amazon Prime Video service (at least until next year, anyway).

Also, I wasn't planning on watching the franchise randomly; it's just kind of happened that way.

S1-10 has been available on Netflix. That's the reason I got Netflix in the first place.

I kinda started watching the show in a staggered way. I started in 2007 with Tennant, while going back to Eccleston, and also buying the classic eras on DVD (the only modern series I have on DVD is series 5).

I can't tell, his hair is a lot shorter than the bouffant became. Either it's from around series 8, or very recent.
