Yeah she does

But Tip is a fast learner. Look how long she had those powers, and she already did quite a bit with them.
And I mean.. both of them are Cardinal witches aren't they? (since East was one and Tip has her powers now)

So far West has only helped teach her a little. Mostly though I think Tip has been doing it on her own

But I hope there's more that West will be able to teach Tip.

I'm pretty sure she does need West. Or at least I think that she thinks she does. Since West knows quite a bit and she can always help Tip out.
Plus I think Tip is grateful to West for giving her East's powers and for everything else West has done for her.
