Build the new characters and then bring back a great character like Tony in.

Tony needs to come in later , to help or hinder whatever threat there is .. If he was there first ep it wouldn't have as much impact

Tim , with a whole new cast new plot new format . Need to establish the new characters . Build up to Tony , is he helping or in bed with the bad guys .. Best payoff would be last ep Tony finds Jack and all is well in the world !

Completely agreed.

Also, Tim, Season 7 had established characters in Chloe and Jack.

With this series, we have to get to know the new characters. Tony is my favorite but I don't mind the payoff wait.
