Only in the sense that it (Elseworlds) marked the debut of her character.
Batwoman's development trajectory followed a similar path to that of The Flash '14, with the only difference being the chronological in-universe sequence of events as we as an audience see them.
To put it more simply, we as an audience were introduced to Kate's story in media res with her appearance in Elseworlds, and now we're seeing the start of that story with the first few episodes of her titular series.
It's a style of storytelling that the Arrowverse hasn't used before, but it worked.
