Well, Cat's a stranger, whereas JJ is someone he's being work with for more than a decade. We've seen Reid be a bit more intimate with his team members than with strangers. He's hugged and given handshakes to the other members of the team, but with strangers, he holds back and says he doesn't like germs. So there's that. Plus, he knew Cat was one of their unsubs, so I probably wouldn't hug her either
