You can use an animation program like
Animation Shop 3 and a graphics editor like Paint Shop Pro.
You can also use Image Ready and Photoshop. Image Ready comes with
Photoshop
I always thought Animation Shop was easier, specially if you're just beginning but other people will tell you the opposite so just try both.
