They could have developed his relationship with his brother or even his parents.
They could have developed Elena/Noel and created something there instead of with Felicity again. Or hell, even freaking Molly. Or put him back with Ruby and had them deal with trying to raise a baby...
He could have gotten into a deeper storyline like money issues, or drugs, or something. not that I want that, but there is a lot of possibilities.
They could have had his friendship with Ben go somewhere, that was always interesting.
They could have showed him trying to make it in the real world, after college.
Like, the only thing they know how to do is make him annoying and pine for Felicity again? Really?
