I concur.
The full confession would have mattered little at that moment as I don't doubt Cordelia.exe would have stopped working and she would have walked away dismissively just the same though perhaps with a bit of a hysterical laugh out of sheer disbelief. That's what I picture at least.

Groo's interference just happened to be the worst possible excuse to create that roadblock.

Without Groo, however, Angel's confession would have forced Cordelia to consider him an option and come to recognize and accept her own feelings for him much sooner and on her own.
Simultaneously, Angel would have been deeply hurt by her hysterical laughter even though it wasn't meant as ridicule and started avoiding her creating an interesting conflict when she comes to terms with her feelings and tries to approach him about it.

Although this is all assuming Angel wouldn't have wussed out. I wouldn't put it past him, especially with how he was tripping all over himself from the beginning lol.
