I think so because I remember hearing that with All Things Gillian was asked to include a scene which implied that Mulder and Scully had had sex, so I get the feeling that when it came to the romance that it very specifically came from what CC would allow, that an episode writer couldn’t just randomly sneak a kiss in or anything like that
