Damien was in charge of Lost towards the end, JJ only worked on it for the first couple of seasons. Although I do blame him for not having a full story ready to hand over to someone else to have an ending that made sense

I have to wonder, how that conversation went down when Snoke needed his throne room made.

It has to be hot pink everywhere, just lots of neon colors and these guards all have to wear bright orange robes and cool looking gear, they also have to be like ninjas. The scenery doesn't have to be functional, just look really awesome.

Red is probably his favorite color and he forced everyone to make the room like that and dress that like

In all seriousness though, red is supposed to be a common theme in the movie, it represents the red line in asian cultures that bonds people together for life. They use it a few times throughout the movie but that one I'm assuming was meant for Reylo's connection.
