In a way it is, though. It would be like him blaming a specific, completely unrelated human for the actions of the real Hank Henshaw and the team he led to go after him all those years ago. Unless she specifically killed his family, he doesn't have any reason to lock her up, even if he is suspicious of her. She never made any move to hurt him specifically, and tried to stop his people being hurt, but he's punishing her for the crimes of others anyway.

Of course it's not fair, but I can see why he'd have trouble separating her from the rest. Don't know that he's ever met a White Martian that wasn't out to kill his people, so it'd make it that much harder for him to accept I think...

He really needs to separate his feelings like he wanted the original DEO to do. He knows what happens when feelings aren't separated. He's basically doing to her what Hank and co. were doing to him - treating him like a criminal when he wasn't one because they were angry.
