I think I know the mystery of the lack of James between meetings about Catco him traveling to Metroplis helping Clark who likes the idea of the Gaurdian he also uses the device Cisco gave Kara and he travels to Earth 1 and has training with Oliver and Diggle that's why we don't see James and it makes for a better story than their reasoning lol

That would explain the lack of training we see on-screen too and how he just pops up for superhero shenanigans - if he's getting trained by Oliver and Diggle.
