I loved the little moments between then while walking out from the elevator to Kara's desk and Winn telling Kara how she broke the phone at her hand. She seems to be smiling a lot when she's around Winn.

Yes but pairing him with Siobhan doesn't feel right! They forcefully wrote it that way to make Winn seem normal again.
