Yeah the show is supposed to be "loosely based" on the comics. But it has Neil's approval

Comic book shops of course. Or perhaps your local library. My local library system has Sandman graphic novels, but none of Lucifer unfortunately.

Depends, the character first showed up in a Superman comic back int he 60s if I'm not mistaken But he became a major character in Sandman (80s/90s). He got his own comic series from June 2000 to August 2006. 75 issues

Yeah. It's not really recent. The Sandman issues by Vertigo had it's original run begin January 1989 & it's final issue was released in March of 1996. They were collected in Trade Paperback's, so maybe your local library system has some. Mine thankfully does, which is how I was able to read all the issues. There's also The Absolute Sandman books which are more expensive, but there are only 5 volumes plus Sanndan Mystery Theatre which was the first comic written by Matt Wagner. I just learned today actually that Mystery Theatre is in Graphic Novel form or at least the first volume is & thankfully my local library system has it. Maybe your will too.

The art isn't what comics are like today though. At least in the original run of Sandman, so have low expectations in that department, but still are a good read.

It's more about the content than the prettiness
