Well
how many promotions did she provide - Tuvok but need to think about how she probably didn't do much promoting cause of how its just them and no where further to go - so most people probably stayed at their assigned level__________________

Tom was demoted, then reinstated. I can see that there wouldn't be much need to promote lieutenants to commanders. That she did so with Tuvok meant that she was aware that she had the authority to make field promotions.

I don't recall the situation regarding Tom
 I'll probably|hopefully do a full series watch before we get into 2019  I saw a good amount when it aired related to last few seasons live and plenty of rewatches before moving out on my own__________________
