My TNG rewatch has reached the end of season three.

Season two began the poker-bounding theme. It is a nice plot device, but does not make sense. They bet with the chips as if they are using their life's savings, but since the utopian Federation does not have money, the chips are worthless. It is too bad they could not figure out a way for the people to actually bet. (Using something of value.)

The chips may not have monetary value, but people still like to win. Perhaps seeing how well you could bluff with your friends was enough.

That was an amazing episode, with Picard arguing for Data's individuality while Riker argued against it.

Unfortunately, the episode was ruined by the participants in the trial. The judge appointed Data's first officer and friend as prosecution attorney, dismissing his desire to not fight against his friend. The legal system of The United Planets of America is based on Euro-North American law. Not only would Riker, as the defendant's colleague and friend, not be suitable, but he would be ineligible due to conflict of interest, but in the episode the judge forced him into a conflict of interest position. The premise of the episode was an interesting idea, but was ruined by making the trial a joke. Additionally, although the plot centred around a very thought-provoking idea; should a sentient robot have the same rights as the rest of us?, the script was poorly written. In addition to the ridiculous structure of the trial, the episode was based on a serious plot hole. Data was neither built by nor purchased by Starfleet. He applied to join and his application was accepted. If he was Starfleet's property, then every person who applied to and voluntarily joined Starfleet would also be property, which would be everyone, since the Federation does not have conscription.

Does every attorney believe absolutely in their client's position or are they just doing a job? I thought Riker's prosecution was all the more effective knowing that it wasn't something he truly believed.

Overall not extraordinary, but good. There were good episodes and not-so-good ones, but fairly good quality for the most part. Roddenberry was still alive, so the terrible inconsistencies and contradictions had not yet started. The good thing about season four is that was when long-term stories were started: the Klingon, Romulan, Federation triangle of war and espionage; and the introduction of the Cardassians.
