Love the thread title, and you kow Patrick is right. It wasn't really until the 3rd season that he came into his own as Picard.

The characters were also not yet developed. Picard for example. In the first season he could not make a decision without first having a conference with his senior officers. When I was watching the show, I was amazed at how terrible a captain he was. As the show progressed, Picard developed the ability to be a captain and make his own decisions. The same development process is true of the rest of the characters. It took a season or two for them to be developed from ideas into characters. Not that the first season was bad, it was just a story that needed tweaking before the writers and actors could fully develop the characters on screen.

To be fair, the part of the purpose of the senior staff is to advise the captain. Having said that, yes, there seemed to be more staff meetings in the early seasons. Maybe that was partly for budgetary reasons and to help develop the characters? It was a chance to show their working relationship as a team and their personal interactions. Also, shooting a scene in a staff room wouldn't cost as much as the special effects that might be required to show dealing with the situation.

I think the production team did not want an authoritarian captain. The idea of a ship run by a form of democracy would fit into Roddenberry's utopian vision of the future. It did not take long for them to realise that combat situations require quick action. In other words, a captain making quick decisions using his or her own judgement. That is my theory.
