TPTB had no problem with Joy changing her hair color so much. Every woman really was in Haley because she's been a blonde, burnette and red head. All different shades. The only time I remember it being mentioned on the series was in S1 in 1x15. Naley survived everything including every hair color under the sun.

She looked good in every hair colour

I remember Joy speaking about all the process that took place in order to change her hair color in Season 1..she's naturally blonde but they didn't want her to have the same as hair as Hilarie. I think my favorite was Season 3.
