I've wanted Penny to do it since their S3 relationshp. And I really like how it was set up, too, because it's Penny that has the commitment issues and the fear, so it was just so selfless of Leonard to say "okay, you know what? You tell me when you're ready." That's way more romantic to me than "guy proposes." To me, Penny proposing is a symbol of why she's with Leonard - he cares about what she feels, he wants her to be comfortable, and he has proven to her that this time he's not going to pressure her to keep up with him. He'll wait. And unlike in S3, when she wasn't sure if she loved him or if she ever would, in this case, she knew she wasn't ready to marry him yet, but also knew she'd one day want to. And the power is in her hands, and to me that's a beautiful thing. Unless she flat out tells him "I want you to propose," a lot of their relationship will feel cheap to me if he ends up doing it, since that would nullify everything that they wanted to get across in TTAP.

You make some good points, but I personally like it better when the guy proposes, no matter what the circumstance. But I'll be happy either way, as long as there is a proposal.
