| Arnold&Helga {HA} #1: because she's crazy, loony, over the moon in love with him Arnold&Helga 1st Appretiation Thread  The show, Hey Arnold, takes place in the fictional town of Hillwood, which is a combination of Seattle, Portland (OR) and New York. Each episode deals with Arnold dealing with either the boarders or his fellow forth graders problems.
