I think the kiss on the shoulder is so sweet and innocent and special. Just that alone told Brian it was okay. I think a kiss on the cheek would have had a different meaning. That's just me.

No it's not just you... I think would Justin have kissed hkm on the cheek or the lips, he would have reminded him that he is taken, especially in front of all the other studs , where he wanted him to pick one... the kiss on the shoulder was just meant for Brian to notice. Nobody else would have paied attention on that

As far as that picture goes…the only scene it could be from is the beginning of 118 (1:09), and Brian does not make that face in that scene….at least from what I can see. So…his expression is either transposed or it was a cut from the scene.

It could have been a scene that was cut or maybe it was a Promo shot?

Either way, thank you for posting that video. That song is one of my favs. One of the best episode openers there was.
