I don't know, but that's the way I choose to interpret it.

another example: IMDB Pro lets users vote for shows on a per episodes basis using a scale of 1-10.
IMDB users ratings: week 1-10---without CC----average- 7.8
IMDB users ratings: weeks 11-20----with CC----average- 8.9

Use your own judgement, and come to your own conclusion, but I think the data is clear, CC means better ratings
